Work History

Interim Executive Director, Champaign County Convention and Visitors Bureau (CVB) 2005-2006

The CVB is an advocate for and contributes to the economic well being and quality of life for all in Champaign County.

  • Chief operating officer, responsible for leadership and service to Champaign County through the CVB with the goal of promoting Champaign County. Restructured the CVB following the departure of the previous director.
  • Rewrote the CVB mission, position descriptions and governing by-laws to reflect both service to and marketing of the entire county, hired personnel to fill the new organizational structure and mission, completed state tourism grant reporting requirements and applications, developed new budget/work plan and restored the confidence of municipal, community and business leaders in the CVB.
  • Developed a strong network of communication with affiliated partners: Chamber of Commerce, Economic Development Corporation, University of Illinois, Hotel/Motel Association, state and regional tourism agencies and organizations that impact sports, arts and hospitality industries. Solicited over $300K for local sponsorship of the Illinois High School Association State Football Championship at Memorial Stadium.
  • Assisted in planning and support for two new hotel and convention centers including city tax incentive programs and tax increment finance (TIF) zoning changes to include the proposed locations.

Commanding Officer NROTC, University of Illinois, Champaign, IL 2000-2003

Illinois is a major land-grant university with over 40,000 graduate/undergraduate students.

·         Led the Department of Naval Science and taught Leadership and Ethics (NS-242), the capstone course for graduating seniors about to be commissioned as Navy/Marine officers. Mentored more than 175 students, while increasing enrollment by more than 25 percent and improving both gender and ethnic diversity.  Led student teams in two Chicago Marathons.

·         Assisted the University Foundation and Alumni Association in engaging potential donors and coordinating the Memorial Stadium upgrade and rededication.

·         At ease in any public forum. Effectively engaged community, staff and colleagues in constructive dialogue.

·         Recognized for excellence in financial and facilities management by balancing federal, state and foundation funding to implement facility upgrades and increase the number of scholarships.

Deputy Director for Programming, Navy Headquarters, Washington, DC 1997- 2000

The Programming Division develops and submits the Navy’s annual budget to the US Congress.

  • Served as Deputy/Chief of Staff, coordinated actions to prepare and submit the annual Navy Budget ($80B+) to the Congress and coordinated the responses to budget inquiries and preparation of budget defense testimony for the Chief of Naval Operations (CNO) and the Secretary of the Navy for three budget cycles.
  • Led and administered support for over 70 financial analysts in three branches and served as the Pacific Fleet liaison to the CNO.
  • Executive Assistant to the Admiral and Chief Administrative Officer for the division, which included hiring/firing, personnel evaluations/merit awards/grievances, and managing facility upgrades for all three branches.

Commanding Officer, U. S. Navy Support Facility, Diego Garcia 1996-1997

Diego Garcia is an island, 1000 miles south of India, with a major US base for military contingencies.

·         Handpicked to supervise over 3,000 military and civilian personnel as Base Commander.

·         Managed the largest civilian work force in the Navy, outside the US, with an annual budget over $55M.

·         Crafted a plan (grant proposal) for upgrade of civilian employee housing and received $5M, after personally briefing the Secretary of the Navy on the proposal to remediate the situation. Orchestrated the first ever visit by the Secretary of the Navy to Diego Garcia.

·         Operational manager for a major airport, seaport, ship repair and dry-docking facility, weapons depot, and space communications and satellite control installation.

·         Coordinated power generation, water production and treatment, sanitation, fire and rescue, police, transportation, housing, food service, and telecommunications for over 3000 personnel.

·         Served as U. S. Representative for the British Indian Ocean Territory and directed U.S. /U.K. bilateral negotiations at the Department of State in Washington, DC (1997) on the continued use of Diego Garcia.

·         Led diverse educational, medical and recreational programs including a University of Maryland extension, full service clinic, recreation and aquatics center, ball fields, tennis complex, theater, golf course, and sailing center.

Federal Executive Fellow, 38th Senior Seminar, US Department of State, Foreign Service Institute, Arlington, VA 1995-1996

The Senior Seminar is the premier federal leadership development program for members of the foreign affairs and national security community.

  • Curriculum coordinator for this year of intense graduate study and research, focused on      leadership at the chief executive level, corporate/business/agency best practices in personnel and operations management, education in America, and commercial/industrial infrastructure and natural resources.
  • Extensive study and hands on training in planning, teamwork, media relations, and navigating the upper levels of the government political and bureaucratic structure.
  • Included multiple visits to Capitol Hill/Congressional offices, federal agencies and the major population and industrial centers of the US.
  • Selected and served as National Fatherhood Program Coordinator on the National Performance Review staff in the office of Vice President Gore.

·         Worked as a cook and server at a Washington area homeless shelter in our focus on the impact of volunteers.

Deputy Political Advisor, USACOM/Supreme Allied Commander Atlantic 1992 – 1995

USACOM (now US Joint Forces Command) was the headquarters of the Unified Commander of all US military forces in the Atlantic.

·         Advisor to the Admiral/General on political implications of military operations within the theater. 

·         Noteworthy coordination of interagency cooperation and planning for operations proposed to and approved for execution by the President/Secretary of Defense. 

·         Served as direct liaison between the Commander and the Political Military Bureau of the Department of State. 

·         Crisis Action Team political advisor for operations such as Caribbean counter narcotics, Cuban refugees, and Haitian refugee interdiction/island invasion and police training. 

Aviation Department Head (Air Boss), USS WASP, Norfolk, VA 1990 – 1992

WASP is a new class of aircraft carrier, designed to support amphibious operations, commissioned in 1990.

  • Led the aviation department on USS WASP and drafted the initial aviation operation procedures and personnel manning plans for that new class of ship, which was awarded the 1992 Flateley Award for excellence in air operations and safety.  
  • First Air Officer to deploy in this new class of ship, orchestrated initial at sea testing for the new USMC Osprey, tilt rotor aircraft.  Successfully executed the first full Harrier squadron (10 planes) sea control strikes from this class ship.
  • Coordinated helicopter airlift flights for humanitarian relief of Kurdish refugees in southern Turkey during operation Provide Comfort. 
  • Ship’s overhaul coordinator at Norfolk Naval Shipyard, serving as primary liaison with the yard in planning, sequencing, and execution of the overhaul work by both shipyard personnel and the ship’s crew. Overhaul was completed on time and within budget.

Commanding Officer, Helicopter Combat Support Squadron Five, Agana, Guam 1988 – 1990

   HC-5 is located on Guam.  There were no US Coast Guard aircraft or commercial helicopters in this remote area.

  • Led the Squadron with 12 helicopters and 265 personnel, providing logistical support, search and rescue capability, airborne security and scientific research support for the Northern Mariana Islands and Pacific and Indian Oceans. 
  • Supported the Federal Emergency Management Administration (FEMA) with airlift and medical evacuation support for relief actions during and after two typhoons struck Guam and Saipan.
  • Directed aircraft operations, maintenance and deployments, hangar and vehicle maintenance, airborne security for Guam and coordinated air rescue operations for the Northern Mariana Islands. 
  • Personally recognized by the Governor of Guam for mission success in medical evacuations and rescues, mishap investigation support to the NTSA, and financial savings for the government of Guam.

Department Head, Helicopter Combat Support Squadron Eleven, San Diego, CA 1985 – 1988

Detachment Officer-in-Charge, USS ROANOKE/USS WICHITA

HC-11 is a helicopter squadron located on Coronado Island in San Diego.

  • Chief Administrative Officer/Personnel Officer for HC-11.
  • Detachment Officer-in-Charge for two helicopter detachments. 
  • Led highly successful detachments of two helicopters with seven officers and 24 enlisted personnel in deployments to the Pacific/Indian Oceans, North Arabian Sea, and Persian Gulf. 
  • Chosen to lead the first helicopter detachment with female pilots assigned in the Pacific Fleet.  Testified to the success and issues of the deployment before the Defense Advisory Committee on Women in the Services.  The success both in operations and personnel management during this deployment was instrumental in leading to full integration of women, both officer and enlisted, into every Navy helicopter squadron.

Operational Leadership, Management, Teaching and Training assignments, 1974 – 1985

  • Completed Navy pilot training and served as a helicopter pilot with increasing responsibilities as a squadron division officer, ship’s department head (Air Officer/USS LASALLE) and as a flight instructor in VT-27.
  • Coordinated the LASALLE overhaul at Philadelphia Naval Shipyard with work completed on time and within budget with greater scope than originally estimated with the funds allocated. 
  • Recognized for distinguished service on USS LASALLE including actions that minimized damage and protected lives during a major fire on the pier in Norfolk and qualified as a Surface      Warfare Officer.
  • While serving as squadron quality assurance officer, authored the initial phase maintenance plan for the T-28 aircraft, adopted by the Navy for use by all T-28 squadrons, saving man-hours and increasing availability.
