IMMEDIATE SECURING OF CAMPUS
In
the event of a terrorist attack or threat to the immediate area and conditions do
not warrant or allow evacuation from campus, the campus will be secured to prevent any entrance or exit
to the campus until the incident has been resolved.
The order
to secure the campus will be given by the Office of the Vice President and CEO
at which time the following procedures will be implemented.
ü
Securing Campus
o
No student, faculty or staff member will be allowed to leave campus
until released by the Vice President and CEO or designee
o The Incident Command Team will report to the
§
Each Building Monitor will be contacted by an Incident Command Team
member with instructions to secure his/her building by following Shelter in
Place procedures
§
Additional information will be provided as it becomes available
§
§
All Campus Police Officers will be called to duty immediately
o Campus Police will be dispatched to the main entrance of campus and to
the intersection of
§
Campus Police will remain in radio contact with the Police Chief and
o Campus vehicles will be used as barriers to block the entrance and exit
to the campus at both locations
§ Additional campus vehicles will be provided by the Physical Plant if
necessary to provide a more secure perimeter
§
Gate access to resident hall parking lots will be locked
o Campus Police will coordinate communications with the Galveston Office
of Emergency Management to ensure traffic is restricted on to
o
Remaining Campus Police Officers will continuously patrol interior of
campus.
o Marine Terminal Manager will secure all boats in
o Texas Clipper personnel and duty watch will provide watch and report to
the
o
Texas Clipper Shelter in Place procedures will be implemented
o
The
Mechanical Maintenance in the Physical Plant staff shall turn off all
non-essential utilities within each building as directed by the
§
Exterior mechanical room doors shall be secured
§
The Mechanical Maintenance Supervisor shall report to
the Physical Plant Director upon completion of these duties.
o The Grounds Maintenance in the Physical Plant staff
shall make a check of the grounds and remove and secure all non-stationary
items found
§
The Grounds Maintenance Supervisor shall report to
Physical Plant Director upon completion of these duties.
o
The Transportation Department staff shall ensure that
all vehicles are fueled and prepared for immediate evacuation assistance if
necessary.

Securing
of the Marine Terminal and

In the event of a terrorist threat/attack the Master of the Texas Clipper will be responsible for invoking the
Facilities Security Plan regarding the protection of the Texas Clipper.

Campus Police will coordinate communications with the Galveston Office

Shelter In
Place
o
The Office of the Vice President and CEO will issue
the directive to shelter in place in the event of a terrorist attack or threat
to the immediate area. Campus occupants
will take shelter inside a campus facility
§
Employees:
· Move indoors or remain there – avoid windows and areas with glass.
·
If available, take a radio
or television to the room to track emergency status.
·
Keep telephone lines free for emergency responders. Do not call 911 for information
· If hazardous materials are involved;
o Turn off all ventilation systems and close all inlets
from the outside.
o Select a room(s) which is easy to seal and, if
possible, has a water supply and access to restrooms.
o If you smell gas or vapor, hold a wet cloth loosely over your nose and mouth and breath through it in as normal a fashion as possible.

Students

Return to resident hall rooms and avoid

Parent Notification
§ Parents of students will be notified
immediately following a report from Campus Police that the campus is secured
and all occupants are accounted for
§ Given the nature of the incident, students may be
required to remain on campus for an indeterminable period. If this occurs, food, water and shelter will
be provided
§
Notification will be conducted by the
Office of Student Affairs
§
Parents will be instructed to contact
their child in their residence hall rooms or through the main
o
Employee Family Notification
§
Employees will be allowed to contact their families
following a report from Campus Police that the campus is secured and all
occupants are accounted for
§
Given the nature of the incident, employees may be
required to remain on campus for an indeterminable period. If this occurs food, water, and shelter will
be provided
§

Secure all sensitive and rare specimen samples

Relocate all chemicals to safe storage

Food and Water Rations
o If the campus is secured for an indeterminable period
of time, food and water supplies will be provided on a restricted basis
o
Food Rations
§ The Dining Facilities will prepare meals for all
campus occupants.
§ Rationing of food supplies will be determined by the Director
of Food Services and the Incident Command Team
§
Available employees will assist in meal preparation
and clean up
§
Meals will be served in the dining facilities
according to the following schedule:

Water Rations
§
Unless normal water supplies are disrupted or
contaminated, water usage will not be restricted

Potable water will be stored in the holding ballasts
of the Texas Clipper to be used for drinking purposes only

Restricted Water Rationing
·
Distribution of potable water will be the
responsibility of the Incident Command Coordinator
· Water will be distributed from the Texas Clipper by
watch personnel on a per gallon basis
·
Water will be supplied to the Dining Facility for
cooking and cleaning purposes only
·
Water for restroom, shower and hygiene use will be
restricted to a minimum

Order to
Re-open Campus
o
The Office of the Vice President and CEO will
determine when to re-open the campus at which time, students, faculty and staff
will be allowed to return
o
Campus police will direct traffic as occupants return
o
The media will be asked to announce that the campus
has been re-opened and normal operations resumed or an evacuation is ordered
